PhotoPaint X3 is like Photoshop, and has a magic wand. CorelDraw X3 is more like Illustrator, where you select objects rather than colors or shades. If you place a bitmap image in CorelDraw and select it, you can edit the bitmap, which takes you over to PhotoPaint to do it.

On the other hand, inside CorelDraw you can use the trace feature to process a bitmap and to select colors as a background and remove them. That might do what you need, depending on the image.

There is a sort of magic wand , it is called "create boundry" , a VERY VERY useful tool , you can import a complex item into Corel , like clipart and use create boundry to give a discrete Die line around the whole object , its not quite a magic wand , but might be what you are looking for.
