That would explain why little of the stolen metal is showing up at local scrap yards.
Export it to countries who don't care where it comes from.

They do care where it comes from..!
They know what rules our people....and they know it doesnt take much of it, to make our people resort to crime to get it.
Dont blame them....they are merely throwing pearls before swine and watching us cut our own throats to get at them......
