Nope, it's absolutely NOT true. It is an urban legend that has been around for a while. My favorite place to check things like this is:

I think it is true, as some already start it actually, I was shocked when I receive a recording call from some real state company and it has happen like 3 times in the last 3 weeks,

Their occasional spam text messages on my phone are bad enough, but I'm not ready for a deluge of telemarketers.

Actually I have, and when I get no help, I escalate the call, and if I still get no help I escalate again, and again and again, until I DO get help.
I usually get help B-)

and the problem with most of those customer service centers is that the escalator, or elevator, doesn't reach the top floor...
