Joyce,
There's no right or wrong way.
Most perpetual plaques have all the plates in place, for a complete appearance.
If you do make a plaque without all the plates affixed, make sure you have some means of aligning plates, as they're added, i.e. lightly engraved box, where the plates are adhered.

I wouldn't do it with screw on plates as it would look unfinished and may be a trick lining them up straight one at a time.
Other options are using a board or plate with the blank boxes drawn to which a plate is added later.

I do some plaques where I keep the plates. I use my laser to mark all of the screw holes and put my screws in. The company e-mails me the names once a month and I send them engraved plates.
