Okay...I have yet another ignorant question.
I find that Tooltips are helpful when working in most any software package, including CorelDRAW. Sometimes I forget what a particular button does, and the Tooltip reminds me.
However, when I'm looking through one of my folders (in Explorer, for example), every time my mouse crosses a file name, this huge Tooltip appears, blocking other file names. The only way that I can scan through the whole folder is to move my mouse totally outside of the folder borders.
Here's my question: Is it possible to disable Tooltips for SOME things (like Windows Explorer), yet leave it enabled for other things (like DRAW)? If not, is there an easy way to totally disable the tips?

Try in Windows Explorer. Tools, Folder options, View. Scroll to bottom and uncheck Show Popup Descriptions.

You can disable some tooltips/screen tips in some programs by right-clicking on the toolbar and selecting Customize. If you poke around those screens they sometimes have a "disable tips" option such as MS Word.
You can totally disable the tips in Windows by editing the registry. However, some software programs may overwrite those settings when you use their program.
You can do a Google search for XP + tool tips and find several articles on it. Try those suggestions at your own risk.

To disable balloon tips in the notification area (Right side of the task bar):
